JOB SUMMARY
In this role, you will provide your project management expertise by applying project management principles to support the implementation of the City of Markham’s Housing Accelerator Fund application and Housing Action Plan. The Project Manager (Housing Accelerator Fund) reports to the Manager, Policy in the Planning and Urban Design Department.
KEY DUTIES AND RESPONSIBILITIES
Lead and manage the processes, procedures and documentation required to deliver the Housing Accelerator Fund application to ensure project milestones and deliverables are met in accordance with federal agreements.
Direct and coordinate the activities of project teams in collaboration with senior staff and executive leadership to support implementation and monitoring of programs and projects.
Prepare or assist in the development of Project Charter(s) and determine the applicable approach for each project in terms of required documentation and contingency plans.
Support the project team in coordinating the achievement of deliverables and milestones.
Manage project communication channels, both external and internal
Work with departments across the Development Services Commission to ensure projects are resourced and project governance structures are established.
Define the roles, responsibilities, and accountability of project team members.
Effectively assess and manage project risks, issues, costs, timelines, and scope.
Track and communicate the progress of project deliverables and achievement of outcomes to executive leadership and staff.
Lead and support change management initiatives.
Support the financial management of projects consistent with organizational financial processes, policies, and by-laws.
Be a project management resource to coach and guide staff in project management methodology to ensure the successful outcome of their projects.
Develop, improve, and implement internal processes and procedures such as budgeting and business planning.
Other duties as assigned.
REQUIRED SKILLS & COMPETENCIES
Undergraduate degree in Business Management, Public Policy, Public Administration, Engineering, Planning, or related education and experience
7 to 10 years of project management experience planning, developing, and delivering complex and multi-phased projects working for a government body (i.e. municipality/province/agency)
Experience working in the Housing/Planning/Real Estate sector would be considered an asset
Project Management Professional (PMP) designation in good standing or working towards a PMP designation with the Project Management Institute (PMI)
Organizational Change Management certification or equivalent designation is an asset.
Lean Six Sigma certification (Greenbelt) or equivalent designation is an asset.
Exceptional customer service experience dealing with complex issues in a diverse stakeholder environment.
Demonstrated ability to work effectively with executive leadership to achieve strategic outcomes.
Refined influential skills to work collaboratively with project team, partners, and stakeholders to achieve common goals and objectives.
Able to develop and manage complex processes, procedures and documentation related to developing, managing, executing, and controlling project plans.
Proven ability to multi-task and concurrently manage large transformational projects across departments/ program areas.
Experience in business planning and strategy development.
Knowledge of leading practices in service delivery
Strong abstract thinking, analytical skills, and creativity
Ability to deal with multiple and diverse individuals, organizations and government agencies with tact and discretion.
